Blue Ribbon Commission Report to the State Board of Education

For years, local education agencies (LEAs) have struggled to recruit and retain teachers. The COVID-19 pandemic exacerbated these issues, as increased stress and pressures led to more teachers exiting the profession.
In Missouri, the state’s average teaching salary ranks 50th in the country and has decreased by 6.3 percent since the 2009-10 school year. This has led to vacant positions being left unfilled or being filled by individuals who are not fully qualified. As Missouri looks to not only to fill these vacancies, but to also rebuild a stronger and more diverse teacher pipeline moving forward, the State Board of Education established the Teacher Recruitment and Retention Blue Ribbon Commission to develop a set of recommendations and clear action steps.
