Stakeholder Recommendations: The Public Policy Committee of the Arkansas Early Childhood Association submitted recommendations from stakeholders asking for the relief funding plans to include stabilization efforts such as ensuring a diverse and appropriately compensated workforce and increasing the number of quality child care providers participating in the state subsidy program.

Governor Asa Hutchinson established the Arkansas ARP Steering Committee established the Arkansas ARP Steering Committee on May 11, 2021. The Committee will issue best practice and procedural recommendations for American Rescue Plan fund utilization. Plan for Stabilization Funds: Connecticut is using the state's federal relief dollars to fund their child care recovery program, called Ready Set Rebuild. Under this initiative, the first program to be rolled out is Child Care Stabilization Funding. Existing providers, classified as licensed family child care homes (DCFH), group homes (DCGH), centers (DCCC), or license-exempt center-based or school-based programs eligible to receive C4K benefits (DCEX) that are opening or reopening may apply for operational subgrants. Providers may opt in to receive additional funding for staff compensation, with the mandate that the funding be used to increase standing compensation levels.

Plan for Supplemental Discretionary Funds: While the Department of Health and Social Services has not released formalized plans for supplemental discretionary funds, prominent actors within the early childhood field have submitted recommendations. On July 1, 2021, the Delaware Early Childhood Council and the Partner with Professionals Committee submitted a joint letter to the lead agencies, recommending that the state: address compensation, professional advancement and scholarships, staff benefits, and capacity and infrastructure support for providers. Some of the specific measures they recommend are as follows:
- Provide direct payments to educators, with waivers to workforce recipients so that any compensation-supplementing payments are not treated as income;
- provide incentives for workforce members enrolling in CDA, AA, BA programs, and completion of certificate/degree programs;
- Expand the Capacity Grant Program, which provides grants for technology, infrastructure, supplies, and program start up costsbased on size and POC served;
-Create a Family Child Care Network, to "centralize business services, provide network of resources, add capacity to small businesses" and catalyze its start up.

Plan for Stabilization Funds: The Delaware Early Education and Child Care Stabilization Fund is allocating $66,752,816 in direct grants for early child care providers. The State of Delaware is partnering with the Delaware Institute for Excellence in Early Childhood to manage the Fund.The grant program offers several tiers of funding, based on the following classification of program: Small Family Child Care, Large Family Child Care, Small Center/School Age Program (capacity 60 or less), and Large Center/School Age Program (>60).

Stakeholder Recommendations: While no plans for ARP supplemental discretionary or stabilization funding have been announced, stakeholders submitted recommendations to the Mayor on April 7, 2021. The group of 29 stakeholders, including early childhood providers, the Children's Law Center, and the DC Chapter of the American Academy of Pediatrics, called for ARP funds to be used towards wage supplements for providers and staff, an expansion of relief grants for "all types of child care programs," a switch from attendance to enrollment for payments to programs in the subsidy program, and an adjustment to payments relative to the cost of quality child care provision.

Stakeholder Recommendations: While Georgia has not released formalized plans for Supplemental Discretionary fund utilization, prominent actors within the early chidlhood field are submitting recommendations to the Governor's Office. In a letter submitted on April 13, 2021 urging robust investment in the child care system, the Southern Education Foundation recommends specifically dedicating funds to workforce recruitment and retention strategies.

Plan for Supplemental Discretionary Funds: While formal plans for supplemental funds are not yet published, Illinois is making a comittment making a commitment to continue payments through its state emergency pandemic child care relief grant program. This continuation is made possible by federal funds made available through ARPA. $140 million will be directed towards child care providers through this program.

Plan for Stabilization Funds: Illinois is using the Stabilization funding to continue its Child Care Restoration Grants, launched in 2020. The Department of Human Services will administer the state's stabilization grants to providers. Round One and Two of the application cycle are now closed, with Round Two applications having closed on June 25th, 2021. Illinois reports that future grant cycles will take into account the ongoing state of child care, with the understanding that some Illinois' Department of Human Services runs a helpline for providers through the email address ccrg@inccrra.org.

Illinois asks providers to incorporate new requirements from the ARP funding guidance into the monthly reporting structure of the existing CCRG.


Stakeholder Recommendations for ARP Funding: The Illinois Policy division of Start Early submitted recommendations to the lead agency and the Early Learning Council on May 21, 2021 calling for funds to be used on adding to the early childhood workforce, investing in systems improvement, investing in the ELC committee structure and the Governor's Office of Early Childhood Development, and mental health supports for children and employees.

Plan for Supplemental Discretionary Funds: The Governor's Office released a child care plan  in May 2021, detailing future use of the federal funds awarded through the American Rescue Plan (Discretionary Funds, Stabilization Subgrants, and Mandatory Matching Funds). Maine plans to utilize the funds to support the goals of the Plan, with strategies that focus on access, quality, and workforce. Each strategy is intentionally aligned with the stated goals of Maine's Children's Cabinet.
Under the Access goal these funds will be dedicated towards: parent support measures, CCSP reimbursements for 2 1/2 years, a 35% increase to child care providers who take subsidies and serve children with special needs, and retention of CRRSA application elements. Maine will also continue to waive child care licensing fees for 2 years for both new and existing child care providers. Under Quality, Maine will dedicate funds to curriculum work, license-exempt CCSP nonrelative provider stipends, Early Learning Development Standard training for early care and education providers, and screening tools. Within the Workforce goal, Maine will provide stipends dedicated towards wages/benefits/bonuses, expand the Classroom Assessment Scoring System that measures child care outcomes, and increase training.

New Mexico is using a portion of American Rescue Plan funds to increase eligibility for child care assistance.  On August 1st, families earning up to 350 percent of the poverty level will now qualify for Child Care Assistance. This level is increased from New Mexico's previous eligibility threshold of 200 percent. Assistance will phase out at 400 percent. Governorn Lujan Grisham reports that this is the "single largest eligibility expansion in the history of [New Mexico's] child care assistance program." As of July 1, New Mexico surpasses all other states in its proportion of emergency relief funding directed to subsidizing child care.

Effective July 1, New Mexico wil alsol implement a new reimbursement method for providers, increasing rates by basing reimbursements on local provider business costs instead of family-based market rates.

Both payment rounds are based on licensed capacity and enrollment, with the quality round also based on STARS ratings.
